This function creates a date out of the value in parameter a as specified by the VDA standard (e.g. for VDA 4905).
Parameters

b | (optional) true if the range marker 555555 has already occurred. Default: false |
c | (optional) 1 if the 'from' part of the date is needed, 2 for the 'until' part. Default: 1 |
